Depends which State in the US you are racing in. Sprintcars that race in various states use a noise valve like this. In one state the valve is wide open while across the border they have to comply with noise restrictions so the adjust the valve to comply with the local rule.

One of the big issues when it comes to measuring noise is that the db scale is logarithmic. Therefore a 3db increase is double the starting value. A 10 db increase is 10 times the starting point. Therefore, the difference between 90 db and 95 db is about a 350% increase in sound pressure. On top of that, you would have to get a calibrated instrument to really be able to prove what you have. Really tricky if you are pushing the noise limits in the first place as Motorsport does. For me, bring it on, noise is part of the attraction however, on the flip side, my kids were alway required to wear earmuffs (until they got old enough to refuse)…
