is this the place where the acceptalble dB level was so low that BMX bikes would be over the meter?? 60dBa?? or something reciulously low?

It seems to be a bit silly having noise restrictions next to an airport considering the amount of noise that comes out from regular jet traffic - and double that noise level every time DHL fires up their old 727 ;D

the 60 db they talk about will be an ambiant noise level, it is not the highest spike that will occur, my guess is a lot speedway tracks, would be close to that at most tracks, because it is measures at the nearest property,
