How to solve? New promoters, relaxed rules etc.

The MSNZ system would be a good place to start. All permited race meetings go to MSNZ for approval and THEY decide if the meeting will go ahead. This provides a national system preventing rival promotors staging events that clash. It opens the door to stage a national sreies that is successful for the individual clubs that promote them, eg NZV8's. This also allows MSNZ to oversee grass roots racing, ensuring that everyone is catered for.
The downside to this is that it needs a fairly large professional organization to run this, and the licence fees and race levies reflect this. Speedway doesn't have enough competitors to support an organization of this size, unless, like all other motorsport in NZ, SNZ gets an absolute monopoly on all forms of speedway racing. Thats why it will never happen.
